StV-5 Capability to Organisation Deployment Mapping v1.2

StV-5 addresses the fulfilment of capability requirements, in particular by network enabled capabilities.

Background:

This view shows the planned capability deployment and interconnection for a particular Enterprise Phase. This view will provide a more detailed dependency analysis than is possible using StV-3.

The StV-5 View is used to support the capability management process and, in particular, assist the planning of fielding.

The Capability to Organisation Deployment Mapping (StV-5) shows deployment of Capability Configurations to specific organisations. StV-5 products are specific to an enterprise phase. If a particular Capability Configuration is/was used by (or is due to be used by) a specific organisation during that enterprise phase, it will be shown on the StV-5, mapped to the organisation. The StV-5 may also show interactions between them (where these have been previously defined in an SV-1). The StV-5, along with SV-8 and AcV-2 views can be regarded as amplifying the information contained in the Capability Phasing View (StV-3).

In order to conduct a comprehensive analysis, several StV-5 Views are created to represent the different Enterprise Phases. Although the StV-5 Views are represented separately, Capability Configurations and/or DLODs may exist in more than one View. The information used to create the StV-5 is drawn from other MODAF Views (AcV-2, StV-2, OV-4, SV-1), and the timing is based on Project Milestones (AcV-2) indicating delivery of Capability Configuration to actual organisational resources, and also the point at which those organisational resources cease to use a particular Capability Configuration.

The StV-5 View is usually based on a tabular representation with the appropriate Organisational structure represented by one axis, and the capabilities by the other axis. Graphical objects representing Capability Configurations are placed in the relevant positions relative to these axes.

Resource Interaction (SV-1) can be shown on an StV-5. In addition, where a Capability Configuration is deployed across a number of Organisations, a parent Organisation should be created for context purposes, and the Capability Configuration stretched across the domain of the parent Organisation:

Care should be taken with StV-5 – the architect should not overwhelm the diagram with capabilities and organisations. An StV-5 should be seen as a summary of the delivery schedules for capabilities (hence it could be argued that it belongs in the AcV viewpoint). To prevent constraining the solution space, StV-5 should not be produced at the time of developing capability / user requirements. Instead, it is more of an informative programmatic view.
