StV-6 Operational Activity to Capability Mapping

The StV-6 Product describes the mapping between the capabilities required by an Enterprise and the operational activities that those capabilities support.

Background:

It is important to ensure that the operational activity matches the required capability. The StV-6 View provides a bridge between capability analyses using StVs and operational activities analysed using OVs. Specifically, it identifies how operational activities can be performed using various available capability elements. It is similar in function to the SV5 which maps system functions to operational activities.

The Operational Activity to Capability Mapping (StV-6) View describes the mapping between capabilities required by an Enterprise and the operational activities that those capabilities support.

An StV-6 View shows which elements of military capability may be utilised in support of specific operational activities by means of a mapping matrix.

The StV-6 View has a tabular presentation. The rows are the Capabilities and the columns are the Operational Activities. The data contained within a row-column intersection is binary. A cross indicates that that capability may be utilised in support of that activity whereas a blank indicates that it does not.

If StV-6 is created as part of a strategic architecture (i.e. before the creation of supporting operational views), it is recommended that the operational activities used as part of the StV-6 tables are library functions. The Joint Essential Task list may provide a suitable set of such functions.

This View is analogous to the SV-5 Operational Activity to System Function Traceability Matrix – but provides the interface between Strategic and Operational Views rather than Operational to System Views.

This view may be used indicate that an operational capability (perhaps a model reflecting a particular User Requirement Document) does or does not fulfil the requirements for capability for a particular Enterprise Phase.

In principle, there could be a different StV-6 table created for each Enterprise Phase, or perhaps for different capability phasing scenarios. In most cases, it is considered that a single table can be constructed because the operational activities that are most likely relevant to this view will be relatively high-level. If capabilities associated with an Enterprise Type are generic (see StV-1), then they should have a well understood relationship with a standard set of operational activities and this relationship is unlikely to change over time.
